I don't know anything about the gif; it was uncommented and unattributed.
The infrastructure and train look more or less northeastern-US to me with the PacNW a second choice.
I would guess that the track workers probably did fine; they saw it coming and could brace. By the pax in the train probably got tossed around quite a bit, and unexpectedly. The deceleration when the train hit the water must have been fierce!
I thought it was an ocean wave at first (viewing!)
