  1. "Regulate": to make regular and smoothly-operating, not "to restrict." (Regardless, it's in a subordinate clause simply cited as justification -- justification and intent that was empirically clear in the context of the time.)

    It's the same word definition today's statists and limited-government foes get wrong -- essentially backwards -- in the commerce clause, too, which if used properly, legitimately delegates to the feds the authority, e.g., to stop NH state government from prohibiting you from voluntarily contracting for insurance with an out-of-state provider, which limits free-market competition thus driving up your costs, and denying to your preferred provider your business. Which is why they wrote the commerce clause.

    "Assault rifle": any scary-looking long-gun.

    Here's an interesting linguistic analysis, particularly the comparison in the final quarter to "A well-schooled electorate, being necessary to the security of a free State, the right of the people to keep and read Books, shall not be infringed."

    "Shall not be infringed": surely merely a suggestion, if government feels like it. Much like "shall make no law," or "shall not be violated, and no Warrants shall issue," or "The powers not delegated ... are reserved," or...

    What happens when government gets to change the meaning of words -- in this case, in its own founding charter -- to suit its own agenda? "Arbeit macht frei?" "1984?" Torture isn't torture? If you want a different intent than that which inspired 2A, there's an honest process to obtain it, and it's incorporated right in that charter.
